People were told to avoid unnecessary travel across much of California on Wednesday as an atmospheric river hit the state.
"Potential for heavy rain over the burn scars may trigger hazardous and damaging flooding and debris flows," warned the NWS.
Local, state and federal officials have implemented safety measures to protect the burn scar areas from debris flows and further damage caused by the rainstorm.
A storm soaking the state on Wednesday and Thursday is bringing new danger to the area hit by wildfires earlier this year.

The storm is expected to arrive Wednesday and dump 1 to 2 inches of rain along the coast and up to 4 inches in the valleys at rates that could cause problems.
