The Syrian Kurds hope that a renewed peace process in Turkey, which collapsed in July 2015, would bring greater stability and put an end to Turkish cross-border military operations and drone attacks.
Kurds defied this effort, seeing it as an affront to their cultural freedom. In 1946, they rebelled and formed the Kurdish Mahabad Republic with Soviet backing.
But the Kurds reckon that now that Golani is in Damascus he has greater independence and understands the urgency of talking with them, if only to make nice with Washington in the immediate term.
The Kurds can also use the threat of large numbers of refugees to rattle the West. A full takeover of Kurdistan by central Iraq could trigger an exodus to Turkey and thence to Europe.
